&lt;p&gt;2005. The results achieved in this period are considered satisfactory. Economic growth maintained a &lt;/p&gt;
&lt;p&gt;positive trend, with an average annual growth rate of 5 percent (6.7 percent in 2003 following the 2002 &lt;/p&gt;
&lt;p&gt;slowdown; 5.6 percent in 2004, and 5.5 percent  in 2005) against a backdrop of improved fiscal &lt;/p&gt;
&lt;p&gt;management, control of inflation (less than 2 percent per year), and the consolidation of other &lt;/p&gt;
&lt;p&gt;macroeconomic fundamentals. &lt;/p&gt;
&lt;p&gt; A review of the execution status of the matrix of measures initially set forth in the PRSP showed that most &lt;/p&gt;
&lt;p&gt;of the expected actions were implemented in 2004. In the case of most of the targets contained in the basic &lt;/p&gt;
&lt;p&gt;PRSP framework, the country’s macroeconomic performance made it possible to attain the results &lt;/p&gt;
&lt;p&gt;corresponding to the optimistic scenario, or else to approach the trend scenario.  &lt;/p&gt;
&lt;p&gt; The PRSP progress reports for 2003 and 2004&lt;/p&gt;
&lt;p&gt; referred to significant progress in implementing the strategy &lt;/p&gt;
&lt;p&gt;in the priority PRSP sectors. The government implemented most of the measures in the “wealth creation” &lt;/p&gt;
&lt;p&gt;pillar, and set the national economy on course for rapid growth as a result of rational macroeconomic &lt;/p&gt;
&lt;p&gt;policies, improvement of the investment climate, and  progress on structural reforms, particularly in the &lt;/p&gt;
&lt;p&gt;groundnut and electricity sectors. Nonetheless, poverty reduction impacts were blunted by shocks such as &lt;/p&gt;
&lt;p&gt;the catastrophes that have afflicted the Senegalese population over the last few years, including &lt;/p&gt;
&lt;p&gt;unseasonable rainfall, drought, flooding, the “le Joola” tragedy, locust infestation, etc. With regard to the &lt;/p&gt;
&lt;p&gt;second pillar, investments in human capital were generally given special attention, with 50 percent of the &lt;/p&gt;
&lt;p&gt;operational budget being allocated to the social sectors (education, health). Although not all the expected &lt;/p&gt;
&lt;p&gt;effects have yet been seen, investments in basic social services made it possible to improve social indicators &lt;/p&gt;
&lt;p&gt;aimed at achieving the MDGs (see Box 1).  &lt;/p&gt;
&lt;p&gt;4. Nonetheless, these reports also showed that improvements in the framework of the third pillar, targeting &lt;/p&gt;
&lt;p&gt;vulnerable groups, and in the sanitation and energy sectors, are poor because the expected investments were &lt;/p&gt;
&lt;p&gt;not allocated to the identified projects.  &lt;/p&gt;
&lt;p&gt; Taken as a whole, these efforts partly justified Senegal’s attainment of the completion point under the &lt;/p&gt;
&lt;p&gt;Enhanced HIPC Initiative in April  2004, its treatment by the Paris Club, eligibility for the Millennium &lt;/p&gt;
&lt;p&gt;Challenge Account (MCA), and most recently, in 2005, Senegal’s admission into the G-8 debt cancellation &lt;/p&gt;

&lt;ul&gt;&lt;li&gt;Almost half the world — over 3 billion people — live on less than $2.50 a day.&lt;/li&gt;
&lt;li&gt;The GDP (Gross Domestic Product) of the 41 Heavily Indebted Poor Countries (567 million people) is less than the wealth of the world’s 7 richest people combined.&lt;/li&gt;
&lt;li&gt;Nearly a billion people entered the 21st century unable to read a book or sign their names.&lt;/li&gt;
&lt;li&gt;Less than one per cent of what the world spent every year on weapons was needed to put every child into school by the year 2000 and yet it didn’t happen.&lt;/li&gt;
&lt;li&gt;1 billion children live in poverty (1 in 2 children in the world). 640 million live without adequate shelter, 400 million have no access to safe water, 270 million have no access to health services. 10.6 million died in 2003 before they reached the age of 5 (or roughly 29,000 children per day).&lt;/li&gt;

&lt;p&gt;The Talibé are children that are sent by there families to Marabout in order for them to get the Koranic education they need.One of the reasons for that are the deep rooted traditions between Marabous and families in Senegal, in Senegal Marabous are highly regarded and respect in the community. &lt;/p&gt;
&lt;p&gt;&lt;img src="http://media.tumblr.com/tumblr_m2oyh04Ca71r6k2r0.jpg"/&gt;&lt;/p&gt;
&lt;p&gt;The Marabout teaches the children how to read and write in Arabic in order for them to memorize the Koran. The Marabout also teaches them to live by two principal of Islam which are Humility and Endurance, through this learning process they are exposed to harsh living conditions and often have to beg on the streets. It is easy to recognize them in the streets of Dakar, they usually have red can to collect coins. &lt;/p&gt;

&lt;p&gt;But the truth is far from that, they are barely literate and spend most of their time under the blazing, with open palms begging tourist or Resident. The conditions in which they live are complicated there body is constantly infected by numerous diseases.  &lt;/p&gt;

&lt;p&gt;Senegal the country in which I&amp;#8217;m operating has a new president, Macky Sall. According to my driver, Macky is aiming his campaign on developing Senegal&amp;#8217;s economy, by creating more jobs and opportunities. This might reduce poverty in the country you might think, well the answer is no. If you remember the interview i did in the past, you will see that the kids, which represent 60% of the beggars are obliged by their parents to go on the streets.&lt;/p&gt;

&lt;p&gt;I believe that a way to solve poverty would be to create a law, that forces parents to send children to school. Again a problem would be, how to finance it. The money can come from the government and anybody willing to invest. The school may compose of a small room, a blackboard, and a teacher. The main purpose of the school will be to educate, student about hygiene issues and ways in which to prevent diseases. &lt;/p&gt;

&lt;p&gt;&lt;span&gt;sometimes education does not solve all problems of poverty; u maybe educated but it depends how smart do u earn a living; for example, some people with master/bachelor degree, they work in low-end jobs as white-collar jobs are scarce; even sometimes the high unemployment constraint individual decision making them poorer; so the bottomline is how smart can you do to get out of poverty; in capitalism, everyone needs to work smartly to have better live and not harder; always think for long-term because that will help although there are uncertainties; for example, in today&amp;#8217;s economic structure, we have capitalism; in order to live in this environment, we all need to build wealth by setting up businesses over the long-term rather than working for people; in this way, people can get out of poverty&lt;/span&gt;&lt;/p&gt;
